The challenge

The Government of Albania is one of the most important institutions of the emerging European state and candidate for joining the European Union in 2009.

The source of public information disseminated in the online environment by the Government of Albania is the web portal of the institution, which has undergone a restructuring and modernization. The project undertaken consisted in implementing the new web design and functionalities of the portal, as well as creating and implementing an efficient and well secured content management system.

Our approach

One of the most complex functionalities of the portal was the expenses module, in which all ministries centralize their public expenses by category and period, and present to site users the report and dynamics of public expenditure. Based on Excel documents uploaded by administrators in the Administration Panel of the portal, the application calculates the percentage of expenditures of each ministry, by category. When selecting a specific category of expenses, the application creates and displays the graph of expenditure of the ministry selected by the user in a specified time. Moreover, the application displays detailed table with the expenses of the ministry, which can be exported in CSV format.

Other essential features of the portal are:

  • high degree of security of the platform, provided by various positions of defense against attacks and unauthorized access
  • the possibility to define several categories of site content with different degrees of management roles and access, depending on the sections
  • responsive technology for the same browsing experience regardless of the device used (desktop, laptop, tablet or smartphone)
  • efficient, secure, intuitive and easy to use content management system
  • the possibility to rapidly add and edit news and press releases, banners, media galleries (photo and video), the information pages
  • newsletter and RSS system
  • integration with social media , with the ability to distribute content on Facebook , Twitter , Google +
  • accessibility tools (change text size)

Results

Albanian citizens now have a modern and effective tool for transparent access to public information concerning the business of the state government and the expenses made by each ministry. The institution website is more accessible and it is displayed in a friendly format for any fixed or mobile device (desktop, laptop, tablet, smartphone).
