Presentation web portal with sub-sites and CMS

The challenge

National Health Insurance House (CNAS) is the institution in charge of the organization, functioning and all activities related to the health insurance system in Romania, at a central level. The institution also coordinates the territorial units at county level (County Health Insurance Houses), with which is in constant exchange of information.

The sheer volume of information received and sent by the institution, the need of uniform, , consistent, and stable communication with its complex audiences with different needs, and the need for unified management of multiple sites and 42 national websites of county branches have been the starting point in the structuring of the new web portal of CNAS .

Our approach

The project included the creation, development, and implementation of a web portal for CNAS and one portal for each of the 42 County Health Insurance Case subordinate to the central institution. In project conducted for the National Health Insurance we offered full services of  web design & development, we have developed complex and elaborate custom applications based on specific customer needs, and made their integration into the web portal .

Among the most important features of the portal include:

  • real-time information exchange between territorial units and the central institution through online reporting modules on types of providers (pharmacy , laboratory , dental , medical rehabilitation)
  • four modules of dialogue with the public for online submission of suggestions / complaints, for  online scheduling of hearings , for sending petitions, and for sending messages to institution representatives through specialized forms for each module
  • creating a national database of medication prices, its integration into the portal, and the opportunity of being consulted by the site’s visitors,  with the possibility to filter by category and product name
  • integration of the module for insurant  verification 
  • integration of the module dedicated to downloading the PIAS software according to the type of provider and type of downloaded file
  • legislative support that includes laws, orders, ordinances, government decisions, and legal regulations governing the operation of the institution
  • newsletter configuration and sending system
  • polls section
  • area dedicated to the publication of asset declarations by officials of institutions
  • map of territorial distribution of pharmaceutical and medical providers across the country, divided by counties, municipalities, service categories, with detailed information, location map, and contact information
  • content management system which enables flexible and rapid management of all information published on the site
  • multiple language versions with manual entry of translation into other languages
  • high level of security of the platform
  • the possibility to configure several categories of site administrators, with varying degrees of administrative roles

Results

We built from scratch a complete and comprehensive portal of the National Health Insurance House, and we designed and delivered a stable and standardized platform for the county branches, that connects with the central portal and performs real-time exchange of information between ground and center.

Contributors and beneficiaries of health services provided by the state have easy and transparent access to all information related to treatments, medications, healthcare providers, activities and procedures of the institution in terms of medical services and their settlement.

Health care providers can generate and manage their own transaction accounts with CNAS, manage their budgets in a transparent manner, to obtain and to upload up-to-date information, and to download software needed to communicate and manage the relationship with the Health Insurance House.

County branches of CNAS gain transparency, efficiency, coherence, and pragmatism in communication, a very good relationship management with citizens and providers, a robust and credible public image, and a number of means of contact and control leading to improved work performance and relationships with key audiences.

Communication and public relations officers of CNAS and CJAS now have available a content management system with a simple menu, friendly and easy to use even for the uninitiated, that helps to publish and manage on site a set of dynamic information, and to analyze real-time performance, audience, and visibility of each section of the portal.
